Most likely he/she is just trying to get a link to his site from your blog. So, yes, it is spam. Unfortunately, not much you can do besides ban posts from that url or require that you approve comments before they appear on your blog.

I get HUNDREDS of these every day, thank god I have Askimet on my blog (currently over 26 thousand spam comments and counting) .. Its just a spammer/bot whatever – don’t even bother replying just delete that kind of crap.
