A few thoughts drawn from some of the comments in this thread:
On the F.B.I. web site where they talk about the national sex offender registry, they mention that harassing people on that list is a crime with possible fines and imprisonment.
The National Sex Offender Registry makes distinctions in the crimes committed by the people on that list. Very interesting site!
Since I only have the info about the case that the media chooses to present, I can not make judgements as to guilty/innocent and application of the sex offender title.
Also, I believe that it is up to each state to define what constitutes a sexual offense for itself. I could be wrong on this.
My opinion- the punishment for a crime has never really been a deterrent to the commission of serious crimes.
