not every ISP provides a fixed IP though they are beginning to purely for the high amount of illegal downloading going on over the internet.

so he’s probably with one of the last smaller suppliers not to provide a fixed IP – and thus can change his details with no problems. either that or he’s got nothing beter to do with his time!!
